There's Money and then there's money

I have to try and be understanding when money isn't available for someone to have a necessary piece of equipment or a larger screen to be able to see because there's not enough money in the budget and others have to buy their own soap and toilet paper for the bathroom (a vendor, can't be found, who is cheap enough). Yet there seems to be plenty of Money in another part of the budget for sending gifts to hundreds of people and buying holiday decorations neither of which is necessary. Someone did manage to scrounge up a bigger monitor screen and another person gave up the equipment that was needed since they weren't using it. But really does that make sense? I would gladly do without decorations or a gift so others could have what they needed to do their jobs and have soap and toilet paper in the bathroom.
